Known as "Kuya Ted" to his constituents and friends, he is the third child from a family of seven (7) and is married to CONNIE ESTERAS with whom he has five (5) children.
His faith as a Christian brought him in communion with different sectors of society. His integration to the marginalized sector made him a man of vision: a vision of helping the less fortunate. It was this vision that compelled him to run during the 2016 national and local elections as first nominee of the AASENSO Party-List. With the blessings of the Almighty as well as sheer determination and dedication, he then won a seat for Congressman of the AASENSO Party- List in the House of Representatives (HOR) in the 2016 elections.
He graduated from the Manuel L. Quezon University (MLQU) In 1978 with a degree in Business Administration and took up a secondary course in Industrial Design at the Philippine Women's University (PWU) in 1958. Significantly, he completed a diploma course in Information Management at the University of the Philippines (UP) in Diliman, Quezon City in 1989 and finished an executive training course at the Development Academy of the Philippines (DAP) in Tagaytay City in 1990.
On his professional background, he was initially employed at the Design Center of the Philippines, a government agency that was previously engaged in providing designs for government projects that was eventually absorbed by the Department of Trade and Industry (DTI). It was during his work in government that he was given the opportunity to attend trainings and seminars that included one in Japan in the 1980s. After his stint in government, he went of to the private sector and worked as manager of a transport company at Phil Asia.
